Reconocer que, por efecto de la inexequibilidad por consecuencia del Decreto 1074 de 2023, y consecuentemente su inaplicación por contrariar la Constitución Politica, y en virtud de la reviviscencia normativa, las disposiciones legales y reglamentarias que habían establecido la adscripción del Instituto Nacional para Ciegos - INCI -y del Instituto Nacional para Sordos - INSOR - al Ministerio de Educación Nacional, y del Instituto Colombiano de Bienestar Familiar al Departamento Administrativo de Prosperidad Social, mantienen plena vigencia.
