Art. 4.° Los responsables del Erario de que trata este decreto, no tendrán el carácter de Pagadores, ejerciendo estas funciones la Oficina á la cual rindan sus cuenta si harán con sus propios productos los gastos de personal y material de sus respectivas Oficinas, y enterarán como dinero, á cuenta de dichos productos, los comprobantes de los gastos, que serán visados por los mismos empleados que conforme a1 artículo 3.° anterior, deben visar los comprobantes de recaudación. Las Oficinas en las cuales deben enterarse los comprobantes de gastos tienen e1 derecho de rechazar los que no llenen las formalidades legales, ó se refieran á gastos ilegales.
