º Mientras subsista turbado el orden público y en estado de sitio todo el territorio nacional y como consecuencia de la personería jurídica que este Decreto le otorga al Fondo Especial de la Secretaría de Integración Popular, la celebración de toda clase de contratos, necesarios para la ejecución de las funciones de la misma, previstos en el artículo 19 del Decreto - ley 1543 de 1975, se hará directamente por el representante legal del Fondo Especial.
