Tan pronto como sea sancionada la presente Ley el Poder Ejecutivo procederá a hacer construír, por cuenta del Tesoro Nacional, una Avenida entre la ciudad de Santa Marta y la quinta de San Pedro Alejandrino, en el Departamento del Magdalena, a la cual se le dará el nombre de Avenida del Libertador.
