Los decretos de creación de prima técnica llevarán, además de las firmas del Ministro de Comunicaciones y del Jefe del Departamento Administrativo del Servicio Civil, 1a del Ministro de Hacienda y Crédito Público como certificación de que existe apropiación presupuestal suficiente para cubrir su costo.
