Art. 18. Si el Poder Ejecutivo encontrare algunas dificultades para dar cumplimiento a lo dispuesto en esta lei, podrán si lo tiene por conveniente, renovar el contrato de 24 de setiembre de 1877, celebrado con el señor Enrique F. Ross, estableciendo la condicion de que la linea de que trata este contrato se prolongue desde Bogotá hasta la ciudad de Honda, i haciendo las demas variaciones que tiendan a favorecer los intereses de las dos partes contratantes.
