Facúltese al Gobierno Nacional para fomentar con implementos modernos de agricultura el cultivo y explotación del henequén en el territorio de la Comisaría Especial de La Goajira y tierras adyacentes, y para promover la fabricación de sacos de fique empleando en estas industrias, como el medio más eficaz para su catequización y civilización, a las tribus indígenas de aquel territorio.

Para llevar a cabo el implantamiento de esta industria, el Gobierno dispondrá de las tierras necesarias de los baldíos nacionales.

Parágrafo

Los términos del la Ley 54 de 1931 se hacen extensivos a la Comisaría Especial de La Goajira.
