Modifícase el literal f) del artículo 11 del Decreto 2685 de 1999, el cual quedará así: "f) La Sociedad Servicios Postales Nacionales y los intermediarios inscritos ante la Dirección de Impuestos y Aduanas Nacionales en la modalidad de tráfico postal y envíos urgentes, en los regímenes de importación y exportación, para realizar los trámites de recepción y entrega, presentación de declaraciones consolidadas de pago y para el pago de tributos aduaneros y de los valores de rescate por abandono, cuando a estos últimos hubiere lugar".
