° El Ministro de Obras Públicas será Presidente del Consejo Nacional de vías de comunicación, con voz en las deliberaciones. Las resoluciones del consejo se tomarán por mayoría absoluta de votos. En caso de ausencia del Ministro de Obras Públicas, el consejo será presidido por el miembro que designe la mayoría.
