"Art. 1° En las Provincias y poblaciones del Departamento del Cauca mencionadas, en donde no circulan los billetes del Banco Nacional y del Estado, los Recaudador de las Rentas y contribuciones, ya sean nacionales, departamentales ó distritales, harán efectivas éstas en monedas de plata corrientes en las mismas Provincias. "Lo dispuesto en este artículo se hará extensivo á cualquiera otra población ó lugar del Departamento del Cauca en donde no se recibieren los billetes expresados.
