En el caso del Artículo 8º, si pasados seis meses después de rescindido o caducado el contrato de que allí se trata, no se hubiere conseguido el empréstito de que hablan los Artículo s anteriores, el Gobierno destinara la suma de $500,000 anuales a la construcción de dicha obra tomándola de las entradas extraordinarias del Tesoro.
