La cantidad de que trata el artículo anterior se empleará por el Ministerio de Educación exclusivamente en los siguientes fines: conceder préstamos a profesionales, estudiantes y obreros especializados, que deseen hacer en el Exterior estudios técnicos y cuya solicitud sea aprobada por la junta consultiva de que trata el artículo 14; compra de maquinaria, herramientas y material técnico para los establecimientos técnicos nacionales, y pago de profesorado nacional y extranjero.
