Art. 3.° En los mismos términos la República reconoce á cargo del Tesoro nacional los créditos que se comprueben, procedentes de las exacciones hechas en la ciudad de Cali, el 24 de Diciembre de 1876, por las fuerzas que comandaba el General David Peña, siempre que se patenticen con evidencia la preexistencia, el valor y la posesion de los efectos que fueron materia de dichas exacciones.
