Estrategia de formación en participación ciudadana. El Ministerio del Interior incluirá a las entidades religiosas y a sus organizaciones, en su oferta institucional de capacitación y formación en articulación con las entidades territoriales, a través de la metodología formador de formadores. El trabajo mancomunado con las gobernaciones, especialmente, para la ejecución de esta línea de acción, facilitará abordar, cuantitativa y cualitativamente, grupos plurales de líderes religiosos de todas las regiones.
