Modifícase la reforma 163 del artículo 1º del Decreto 1809 del 6 de agosto de 1990, cuyo texto quedará así: "163. El artículo 188 del Decreto-ley 1344 de 1970 quedará así: Artículo 188. Será sancionado con multa equivalente a diez (10) salarios mínimos, el propietario de un vehículo que transite con la placa cuya nomenclatura haya sido asignada a otro vehículo sin perjuicio de las acciones penales o civiles a que haya lugar. Además el vehículo será inmovilizado y puesto a órdenes de la autoridad competente".
