La suma destinada por el artículo anterior, será incluida en el Presupuesto de Gastos para la vigencia fiscal de 1959, pero si no se hiciere la apropiación, el Gobierno queda facultado para abrir dentro del Presupuesto de dicha vigencia los créditos necesarios y verificar los traslados para darle cumplimiento a esta Ley.
