Los contratos que proyecten las Municipalidades para la consecución de empréstitos dentro o fuera de la República, con los fines indicados en el artículo 209 del Código Político y Municipal, requieren para su perfeccionamiento la autorización del Poder Ejecutivo, el cual la dará o negará con intervención del Ministerio de Obras Públicas.
