El Escalafón en referencia tendrá por objeto clasificar a los profesores en grupos, de acuerdo con sus especialidades científicas y técnicas, las que se determinarán de acuerdo con sus títulos o su actual ejercicio profesional y en categorías, según su certificado de estudio, títulos profesionales y años de servicio docente; servir de base para regular los ascensos anotados; e igualmente, servir de base para fijar los sueldos de los profesores oficiales, correspondientes a las distintas categorías y formas de trabajo.
