Créase el Comité Interinstitucional de Participación, CIP, adscrito al Ministerio el Interior, cuya función principal será asesorar al Gobierno Nacional para la coordinación y adopción de políticas conducentes al desarrollo de la sociedad civil y de la democracia participativa, su puesta en marcha, seguimiento y evaluación de las mismas dentro de los lineamientos del Plan de Desarrollo y con sujeción a los postulados constitucionales y legales relacionados con la democracia participativa.
