° El Ministro de Industrias, por medio de resoluciones, queda facultado para reglamentar detalladamente las condiciones del envío, las bases de los concursos, la cuantía de la pensión que se dará a los laureados, el período de permanencia en el Exterior, y las demás condiciones y circunstancias que crea necesarias.
