Artículo quinto. Los Consejos Comisariales serán presididos por un Presidente y un Vicepresidente que suplirá las faltas del primero, elegidos ambos por la misma corporación el día de su instalación y para un lapso de un año. El Secretario del Consejo será un empleado de la respectiva Comisaría designado por el comisario.
