Art. 1.° Las cuentas generales que corresponden á un bienio económico, se cerrarán por Balance de salida y se abrirán por Balance de entrada, con los saldos que arrojen las cuentas del libro "Mayor," sin necesidad de descomponer dichos saldos á fin de evitar la larga demora que ocasiona el análisis de las cuentas generales, en perjuicio de la eficaz fiscalización de la Hacienda.
