No será obligatorio para el Gobierno sostener a un mismo tiempo las dos Escuelas Normales que hoy existen en la capital de la República y los dos Institutos Pedagógicos de que habla esta Ley. En tal virtud, podrá darse a aquellas la organización correspondiente a los Institutos cuyo establecimiento dispone el presente acto legal, pero en éste caso el Departamento de Cundinamarca tendrá derecho a quince becas en cada uno de los Institutos, para la formación de maestros de escuela primaria y superior, además del número de becas que le corresponde por razón de la población.
