° Para los efectos de la sustitución de deuda a que se refiere el artículo 101 de la Ley 21 de 1992, el Gobierno Nacional podrá efectuar la operación mediante la emisión y entrega de uno o más títulos de la misma clase de los que se sustituyan. Cuando la deuda esté representada en títulos que deban ser colocados en el mercado, la sustitución podrá efectuarse directamente con el tenedor de los títulos antes de su colocación en el mercado.
