Los gastos de la Unión Postal Universal que deba sufragar Colombia en cumplimiento de lo dispuesto por el artículo 21 de la Constitución, en armonía con los artículos 123, 124 y 125 del Reglamento General de la Unión Postal Universal, se imputarán al Presupuesto Nacional con cargo al Ministerio de Relaciones Exteriores.
