Toda empresa pública de trasporte de mercancía, que pose o administre líneas férreas, líneas de vapores, u otras líneas de locomoción dentro de la República o entre los distintos puertos de la República, podrá, mediante solicitud y prestación de fianza al efecto, recibir el carácter de transportador de mercancía bajo fianza, con sujeción al control de la aduana.
