A partir de la vigencia de esta Ley, la Biblioteca David Martínez, de la ciudad de Montería, capital del Departamento de Córdoba, tendrá el carácter de Instituto Cultural Descentralizado y Autónomo, con personería jurídica. La Biblioteca tendrá su domicilio en Montería, pero podrá extender sus servicios a todo el territorio del Departamento.
