En el Colegio de Balboa, establecido en Panamá, es obligatoria la enseñanza de la Historia Patria, por autor colombiano, y las enseñanzas superiores, de acuerdo con los reglamentos que dicte el Gobierno. El Gobernador de Panamá enviará al Congreso en sus sesiones ordinarias un informe detallado sobre el número de alumnos que asistan al Colegio, su aprovechamiento y demás pormenores que, á su juicio, sean necesarios para poder tomar las medidas convenientes para la buena marcha del Establecimiento.
