Artículo Tercero. Los pequeños explotadores podrán extraer libremente la quina del bosque que juzguen conveniente, previo aviso al Alcalde o primera autoridad política del lugar, del sitio o región donde van a hacerse la extracción, y la autoridad que reciba el aviso le comunicará por la vía más rápida al Ministro de la Economía Nacional, Departamento de Tierras, so pena ser sancionada.
