Artículo segundo . Los Alcaldes y las Autoridades de Tránsito tomarán las medidas necesarias para fijar rutas urbanas y veredales que garanticen el traslado de los ciudadanos a los Centros de Votación, las que se deberán dar a conocer con la debida anticipación a la ciudadanía, y estarán obligados a controlar la operatividad durante ese día.
