El Presupuesto de rentas y gastos deberá ser presentado por el Gobierno al Congreso, de acuerdo con la Constitución, en los primeros diez días de las sesiones anuales de éste Dicho Presupuesto se presentará original en forma de proyecto de ley, por conducto del Ministerio de Hacienda, y será distribuido al mismo tiempo, en cuaderno impreso, a todos los miembros de las Cámaras Legislativas.
