El monto total del cupo correspondiente al Departamento del Atlántico en el Fondo de Fomento Municipal, excepto el valor de los contratos para los acueductos de Sabanalarga y Soledad, podrá ser invertido en el acometimiento del plan de qué trata el artículo anterior, siempre que la electrificación beneficie precisamente a la mayor parte de las poblaciones del Departamento.
