º Definición de desarrollo institucional. Para los efectos de este Decreto se entiende que el desarrollo institucional de los municipios es un proceso emprendido por las autoridades y la comunidad municipales para convertirse en unidades de gestión del bienestar económico y social de su localidad, al cual prestarán ayuda entidades públicas y privadas, por medio del sistema de Apoyo que este Decreto establece.
