Autorízase al Gobierno Nacional para promover y ejecutar los actos, programas y publicaciones que sugiera la Comisión creada para organizar la celebración del centenario del nacimiento del eximio escritor y hombre público, erigirle estatua en sitio adecuado y honrar con su nombre una obra de la Nación. Así mismo, para realizar las operaciones presupuestarias que demande el cumplimiento de la presente ley.
