A fin de dar cumplimiento oportuno a la presente Ley, las partidas necesarias serán incluídas en los Presupuestos de las vigencias inmediatamente siguientes a su aprobación, a razón de un millón de pesos ($ 1.000.000.00) por año. En caso contrario, queda autorizado el Gobierno para abrir los créditos necesarios, o efectuar los traslados indispensables, contratar empréstitos y realizar todas las gestiones encaminadas a que ella sea efectiva.
