Articulo 2° Mientras no se levante el aplastamiento ordenado en el presente Decreto y de conformidad con lo dispuesto en el artículo 1° del Decreto legislativo número 2370 de 1938, la Contraloría General de la República no podrá refrendar giros ni constituir reservas sobre las apropiaciones o la parte de ellas señalada en el artículo anterior. Tampoco podrá la Contraloría expedir certificarlos sobre la existencia de saldos en dichas apropiaciones, con destino a la apertura de créditos o la realización de traslados.
