Art. 1.° Establécese un Consejo de Guerra verbal, permanente y ambulante, á cuya jurisdicción quedarán sometidos los militares al servicio del Gobierno, sea cual fuere su jerarquía, que se hagan durante el estado de sitio, ó se hayan hecho en el mismo tiempo, responsables de algunos dé los siguientes delitos: traición, cobardía, deserción ó insubordinación.
