Art. 2°. En ningún caso podrán distraerse, retenerse ni aplicarse á otro gasto ó servició público, las unidades de los derechos de importacion aplicados por el respectivo contrato á la obra del Ferrocarril del Cauca, y los Administradores de las Aduanas de Buenaventura y Tumaco serán personalmente responsables de los fondos de que dispongan en contravencion á lo dispuesto en esta ley.
