Artículo tercero. Las exenciones que conceda el Consejo Administrativo de los Ferrocarriles Nacionales en virtud de lo dispuesto en el presente Decreto, sólo comprende el valor de los fletes en las empresas ferroviarias de propiedad nacional, sin incluir el transporte por carreteras conectadas con dichas empresas, ni los servicios de cargue y descargue.
