º. Ambito de aplicación . Las disposiciones del presente decreto se aplicarán a las importaciones de productos independientemente de su origen. En el evento en que el país exportador sea miembro de la Organización Mundial de Comercio, solamente será aplicable el presente decreto cuando el incremento arancelario solicitado no supere el nivel consolidado por Colombia.
