Los contratos de empréstitos que celebre el Gobierno Nacional en desarrollo de esta Ley requerirán, para su celebración y validez:

Concepto previo favorable del Ministerio de Hacienda y Crédito Público.

Concepto previo de la Comisión Interparlamentaria de Crédito Público, el cual deberá rendirse dentro de los ocho (8) días siguientes a la fecha para la cual haya sido citada para este efecto por el Gobierno.

Aprobación del señor Presidente de la República, previo concepto del Consejo de Ministros.
