° Las excursiones deben principiar a hacerse por los establecimientos de enseñanza primaria y secundaria, dentro del territorio del Municipio, y se extenderán fuera de éste cuando haya sido convenientemente estudiado en su manifestaciones geográficas, industriales, naturales e históricas.
