De conformidad con lo dispuesto en el artículo 1ºde la Ley 7ª de 1944, el "Tratado entre la República de Colombia y Federación de Rusia sobre Asistencia Legal Recíproca en Materia Penal", suscrito en Moscú, Rusia, el 6 de abril de 2010, que por el artículo 1º de esta ley se aprueba, obligará al Estado a partir de la fecha en que se perfeccione el vínculo internacional respecto de las mismas.
