Artículo tercero. El pago del principal, intereses y comisiones originados en contratos de empréstito externo que celebre o garantice la Nación, o que celebren otras entidades de derecho público sin garantía de la Nación, estarán exentos de toda clase de impuestos, tasas, contribuciones o gravámenes de carácter nacional.
