El Gobierno Nacional en combinación con la Intendencia del Meta y una vez sancionada la presente Ley, procederá a efectuar los estudios que sean necesarios para el establecimiento de una central hidroeléctrica, sobre el Rio Negro en el estrecho de las Termopilas o donde la técnica aconsejo, destinada al beneficio de la Ciudad de Villavicencio, pueblos vecinos y Oriente de Cundinamarca.
