Los proyectos energéticos que presenten las entidades territoriales de las zonas no interconectadas del Sistema Eléctrico Nacional al Fondo Nacional de Regalías no serán afectados por impuestos o estampillas del orden territorial, y serán viabilizados por el Instituto de Planeación y Promoción de Soluciones Energéticas IPSE, el cual los inscribirá en el Banco de Proyectos de Planeación Nacional.
