Art. 28. El Gobernador del Departamento de Panamá, como inmediato Agente del gobierno, tendrá la supremacía sobre todos los empleados nacionales de carácter administrativo residentes en el territorio de aquel Departamento, quienes deberán acatar las órdenes de aquél á falta de otras expresas é inmediatas del Supremo Gobierno.
