Las primas de cambio sobre giros al exterior, se cubrirán por los distintos Ministerios al exterior, se cubrirán por los distintos Ministerios y Departamentos Administrativos con la apropiación del respectivo servicio, cuando tales diferencias de cambio sean de cargo del Gobierno Nacional.
