º El artículo 2º del Decreto 987 del 12 de abril de 1991, quedará así: "Los embarques que se efectúen a partir del 1º de mayo de 1991, correspondientes a las exportaciones de bienes a las que se les otorgue CERT y que tengan como mercado de destino final un país de América Latina o del Caribe, con excepción de los del Grupo Andino, Panamá y Antillas Holandesas, recibirán un 30% adicional de su respectivo porcentaje de nivel de CERT asignado. Cuando el mercado de destino final sea un país de Oceanía, o Asiático, con excepción de la URSS, recibirán un 50% adicional de su respectivo porcentaje de nivel de CERT asignado.
