Art 4° Los puertos de la Goajira se consideran cerrados. En consecuencia, los empleados del Resguardo nacional de Bahía-honda harán ante el Administrador tesorero de la Aduana de Riohacha, para los efectos legales, el denuncio de los buques mercantes que arriben a dichos puertos, inclusive el de Bahía-honda, en contravención a esta ley.
